Hard, solid cheese — cheddar, parmesan, a vacuum-wrapped wedge — is a plain Yes in carry-on, with no liquids limit attached to it. Soft or spreadable cheese (brie, cream cheese, ricotta, queso) counts as a liquid or gel: 3.4 oz (100 ml) or less, inside your quart bag.
Checked bag yes
Every kind of cheese is allowed in checked bags — that is where a whole wheel of brie belongs.
TSA splits cheese into two entries: Cheese (Solid) is a plain Yes, Cheese (Creamy) carries the 3.4 oz carry-on limit. Officers may ask you to separate food from your bag so the X-ray image stays clear.
Liquids, gels and aerosols in carry-on follow the TSA 3-1-1 rule. The final decision always rests with the TSA officer at the checkpoint.
