Carry-on bag limits apply
Frozen SOLID at screening — allowed, any size. Partially melted or slushy — treated as a liquid, 3-1-1 applies. Medically necessary gel packs (and packs cooling breast milk, formula or baby food) are allowed in any state — declare them.
Checked bag yes
Allowed; keep them fully frozen if cooling food.
Liquids, gels and aerosols in carry-on follow the TSA 3-1-1 rule. The final decision always rests with the TSA officer at the checkpoint.
